Fast Facts – San Diego City rolls out new road repair techniques, like cape seal and scrub seal, in multiple neighborhoods to boost road durability and address maintenance backlog, marking a significant step towards safer streets and smoother rides for residents.
SAN DIEGO – Seeking to enhance road repair efficiency and longevity, the City of San Diego’s Transportation Department has introduced two novel street resurfacing methods. The initiative, currently active in various neighborhoods including Kensington, Talmadge, Grantville, San Carlos, North Park, and Bay Park, aims to mitigate roadway damage effectively.
The newly adopted treatments, known as cape seal and scrub seal, entail sealing cracks, fortifying against moisture infiltration, and mitigating pothole formation, thus extending road lifespan. According to Transportation Department Director Bethany Bezak, integrating these techniques into the Pavement Management program promises sustained improvements in street quality, emphasizing the city’s commitment to addressing road maintenance backlog.
Cape seal application involves asphalt emulsion followed by a layer of crushed rock, requiring three days for curing before a slurry seal is applied. Similarly, scrub seal treatment employs asphalt emulsion and crushed rock, with subsequent curing and fog seal application. During the curing phase, loose gravel remains on the surface until the final sealant application.
To facilitate the process, selected streets undergo temporary closure, accompanied by “No Parking” notifications issued 72 hours beforehand. Explanatory signage is deployed, and nearby residents receive informational flyers. Vehicles violating parking restrictions are subject to towing. Motorists are urged to exercise caution during the curing period, with reminders to navigate slowly over the freshly treated surfaces.
