NOTICE OF MINIMUM 5-DAY PUBLIC REVIEW AND COMMENT PERIOD

THIRD AMENDMENT TO FY 2019-2020 ONE YEAR ACTION PLAN

NOTICE IS HEREBY GIVEN that the El Cajon City Council will hold a public hearing on Tuesday, May 25, 2021 at 3:00 P.M. in the El Cajon Council Chambers at 200 Civic Center Way, El Cajon, CA 92020 to accept and consider public testimony regarding the adoption of a Third Amendment to the FY 2019-2020 One Year Action Plan, including the specific projects and activities the City will undertake using Community Development Block Grant (CDBG-CV3) Funds.  

Please note that the City has resumed in-person meetings and will allow in-person participation with a limit of 50% capacity. The percentage of people allowed in the Council Chamber will change as we move into different tiers. The City has provided alternative means to observe the meeting through the City’s website. Until such time as when we are no longer limiting capacity of persons allowed in the Council Chamber, you may submit comments online though the City’s website at www.cityofelcajon.us, under agendas and minutes.

The City Council encourages citizen participation and accepts comments relative to the Third Amendment of the One Year Action Plan. The City anticipates receiving approximately $1,009,307 in CDBG-CV3 funds, and has already allocated $200,000 of those funds to projects and programs that prevent, prepare for, and respond to coronavirus.  The Council will consider and take action to allocate additional eligible projects and programs for use of the remaining $809,307 in CDBG-CV3 funds for community development opportunities, and to adopt the Third Amendment to One Year Action Plan for FY 2019-2020, and authorize its submittal to the U.S. Department of Housing and Urban Development (HUD).

The Notice of this Public Hearing, and the public review and comment period, are for a minimum 5-day period in accordance with the emergency provisions of the City’s adopted Citizen Participation Plan, in order to quickly distribute the funds to provide CDBG-eligible services as quickly as possible to prevent, prepare for, and respond to the COVID-19 pandemic.  HUD has granted the City of El Cajon a waiver allowing for this reduction in the Notice period and the public review and comment period. 

NOTICE IS FURTHER GIVEN that the draft Third Amendment to the FY 2019-2020 One Year Action Plan will be available for public review and comment beginning May 13, 2021, for a minimum 5-day period. A copy of the draft Third Amendment may be reviewed at the City of El Cajon Project Assistance Center public counter (First Floor) located at 200 Civic Center Way, El Cajon; at the El Cajon branch of the San Diego County Public Library located at 201 E. Douglas Avenue, El Cajon; and on-line at www.cityofelcajon.us/housing. Comments will be accepted through May 25, 2021.  Comments on the day of the hearing should be submitted in person or on-line as listed above.  Written comments submitted in advance of the Hearing may be mailed to City of El Cajon Community Development – Housing, 200 Civic Center Way, El Cajon, CA 92020 (for receipt by May 25, 2021) or emailed to housing@cityofelcajon.us.  All comments received as a result of the minimum 5-day public review period and the May 25, 2021 public hearing will be incorporated into the Third Amendment to the One Year Action Plan to be submitted to HUD on or about June 1, 2021.
